The Report of the Atlantic Council of the United States entitled Hiding in Plain Sight: Putin's War in Ukraine indicates that Russia is the aggressor, not a mediator at the negotiating table, Deputy Chairperson of the Verkhovna Rada of Ukraine Oksana Syroid said in the frames of Report's presentation at the Ukrainian Parliament on Monday.

She said "all the information presented in the Report bears clear and strong evidence of Putin's war in Ukraine… that is obvious."

"The Report also shows the world community that Russia's "actors" were major participants of the Donbas revolution. The report shows that Putin's Russia is the aggressor," Syroid said.

The politicians also expressed confidence that "the Moscow's aggression upon Ukraine has undermined the international and legal order established after WWII and the Cold War."

Syroid also thanked everybody, who engaged in elaboration of the Report, all those, who continue to promulgate it.
